  1                      A bill to be entitled

  2         An act relating to class size; amending s.

  3         236.687, F.S.; providing for funds to be made

  4         available to certain schools for the

  5         construction of additional student stations to

  6         reduce class size; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Subsection (1) of section 236.687, Florida

11  Statutes, is amended and subsection (5) is added to said

12  section to read:

13         236.687  Florida Maximum Class Size Study Act.--

14         (1)  This section may be cited as the "Florida Maximum

15  Class Size Study Act."

16         (5)  In addition to any other state funds for class

17  size reduction, funds shall also be made available, to the

18  extent that funds are appropriated in the General

19  Appropriations Act for purposes of this subsection, to the 100

20  schools with the lowest achieving students in kindergarten

21  through grade 3 in the state for the construction of

22  additional student stations to attain a class size of one

23  full-time equivalent teacher to 15 pupils.

24         (a)  The Department of Education shall develop and

25  adopt rules to implement this program, including achievement

26  standards to identify eligible schools, construction

27  specifications, appropriate bidding requirements, amount of

28  awards, and district data reporting requirements regarding

29  class size.

30         (b)  Districts receiving funds under this program shall

31  maintain class size in kindergarten through grade 3 in

  1  participating schools at a ratio of one full-time equivalent

  2  teacher to 15 pupils for at least 3 years after such space is

  3  occupied or refund any construction funds received under this

  4  program to the Department of Education.

  5         Section 2.  This act shall take effect July 1, 2000.
