15  remove from the bill:  all of said lines

19         (b)  The property appraiser is expressly directed to

20  consider that the designation or delineation of lands as

21  wetlands or conservation lands by any governmental entity

22  constitutes a constraint on the property appraiser's ability

23  to determine the highest and best use of the property.
