14 On page 14, line 25, through page 15, line 5, delete
15 those lines

17 and insert:
18 Section 4. Effective January 1, 2001, the Division of
19 Unemployment Compensation is transferred by a type two
20 transfer, as defined in section 20.06(2), Florida Statutes,
21 from the Department of Labor and Employment Security to the
22 Agency for Workforce Innovation, except that all powers,
23 duties, functions, rules, records, personnel, property, and
24 unexpended balances of appropriations, allocations, and other
25 funds of the division related to the resolution of disputed
26 claims for unemployment compensation benefits through the use
27 of appeals referees are transferred by a type two transfer, as
28 defined in section 20.06(2), Florida Statutes, to the
29 Unemployment Appeals Commission. Additionally, by January 1,
30 2001, the Agency for Workforce Innovation shall enter into a
31 contract with the Department of Revenue to have the Department

Amendment No.
1 of Revenue provide unemployment tax administration and
2 collection services to the Agency for Workforce Innovation.
3 Upon entering into such contract with the Agency for Workforce
4 Innovation to provide unemployment tax administration and
5 collection services, the Department of Revenue may transfer
6 from the agency or is authorized to establish the number of
7 positions determined by that contract. The Department of
8 Revenue, as detailed in that contract, may exercise all and
9 any authority that is provided in law to the Division of
10 Unemployment Compensation to fulfill the duties of that
11 contract as the division's tax-administration and
12 collection-services agent including, but not limited to, the
13 promulgating of rules necessary to administer and collect
14 unemployment taxes. The Department of Revenue is authorized to
15 contract with the Department of Management Services or other
16 appropriate public or private entities for professional
17 services, regarding the development, revision, implementation,
18 maintenance, and monitoring of electronic data systems and
19 management information systems associated with the
20 administration and collection of unemployment taxes.
