  1                      A bill to be entitled

  2         An act relating to trust funds; re-creating the

  3         Florida School District Review Trust Fund

  4         within the legislative branch without

  5         modification and placing it on the standard

  6         review cycle; carrying forward current balances

  7         and continuing current sources and uses

  8         thereof; repealing s. 230.23026(3)(a) and (b),

  9         F.S.; abrogating provisions relating to the

10         termination of the trust fund, to conform;

11         providing an effective date.

13         WHEREAS, the Legislature wishes to extend the life of

14  the Florida School District Review Trust Fund within the

15  legislative branch, which is otherwise scheduled to be

16  terminated pursuant to constitutional mandate, and

17         WHEREAS, the Legislature has reviewed the trust fund

18  before its scheduled termination date and has found that it

19  continues to meet an important public purpose, and

20         WHEREAS, the Legislature has found that existing public

21  policy concerning the trust fund sets adequate parameters for

22  its use, NOW, THEREFORE,

24  Be It Enacted by the Legislature of the State of Florida:

25

26         Section 1.  (1)  The Florida School District Review

27  Trust Fund, FLAIR number 11-2-560, which was created within

28  the legislative branch and which is to be terminated pursuant

29  to Section 19(f), Article III of the State Constitution on

30  July 1, 2002, unless terminated sooner by law, is hereby

31  terminated on November 4, 2000, and re-created.

  1         (2)  All current balances of the trust fund are carried

  2  forward, and all current sources and uses of the trust fund

  3  are continued.

  4         Section 2.  Paragraphs (a) and (b) of subsection (3) of

  5  section 230.23026, Florida Statutes, are repealed.

  6         Section 3.  This act shall take effect November 4,

  7  2000.
