14         On page 17, lines 25 through 28, delete all of said

15  lines

17  and insert:

18  Florida Statutes, and notwithstanding section 925.037, Florida

19  Statutes, the Legislature creates pilot projects to reimburse

20  three counties for reasonable and necessary conflict counsel

21  fees, expenses, and costs. The counties designated for the

22  pilot projects must institute cost containment and

23  accountability.
