18 and insert in lieu thereof:
19 Section 2. Effective July 1, 2000, in order to fund
20 the benefits provided under section 1 of this act:
21 (1) The contribution rates that apply to the Special
22 Risk Class of the Florida Retirement System shall be increased
23 by 0.13 percentage points; and
24 (2) The contribution rates that apply to the Special
25 Risk Administrative Support Class of the Florida Retirement
26 System shall be increased by 0.21 percentage points.

28 These increases shall be in addition to all other changes to
29 such contribution rates which may be enacted into law to take
30 effect on that date. The Division of Statutory Revision is
31 directed to adjust accordingly the contribution rates set

2 Section 3. The Legislature finds that a proper and
3 legitimate state purpose is served when employees and retirees
4 of the state and of its political subdivisions, and the
5 dependents, survivors, and beneficiaries of such employees and
6 retirees, are extended the basic protections afforded by
7 governmental retirement systems that provide fair and adequate
8 benefits that are managed, administered, and funded in an
9 actuarially sound manner, as required by s. 14, Art. X of the
10 State Constitution and part VII of chapter 112, Florida
11 Statutes. Therefore, the Legislature determines and declares
12 that this act fulfills an important state interest.
13 Section 4. Except for this section and section 2 of
14 this act, which shall take effect July 1, 2000, this act shall
15 take effect January 1, 2001.

22 date.
