17  and insert in lieu thereof:

18         5.  Any reduction in rates for claims experience,

19  health status, or duration of coverage may not be charged to

20  individual employees or dependents.  For a small employer's

21  policy, such reductions may not result in a rate for the small

22  employer which deviates more than 15 percent from the

23  carrier's approved rate.  Any such reduction must be applied

24  uniformly to the rates charged for all employees and

25  dependents of the small employer.
