14 On page 4, lines 19-30, delete those lines

16 and insert:
17 Section 6. Establishment of a Network Access Point.--
18 (1) The state actively supports efforts that enhance
19 the information technology industry in Florida, particularly
20 those efforts that increase broadband technology. A critical
21 initiative to enhance this industry in Florida is determined
22 to be the development of a Network Access Point (NAP), a
23 carrier-neutral public-private Internet traffic exchange
24 point. The state encourages private information technology
25 businesses to forge partnerships to develop a NAP in Florida.
26 Moreover, the state recognizes the importance of a NAP that
27 addresses the needs of small information technology
28 businesses.
29 (2) A limitation on development within a development
30 order issued under chapter 380 does not preclude the granting
31 of any local government development approval or development

Amendment No.
1 permit for a NAP, if:
2 (a) The NAP is proposed within a community
3 redevelopment area established pursuant to the Community
4 Redevelopment Act of 1969;
5 (b) The proposed NAP is consistent with the applicable
6 local government comprehensive plan; and
7 (c) The NAP is permissible under the local government
8 land development regulations.

13 On page 1, line 14, after the semicolon,

15 insert:
16 providing that certain limitations expressed in
17 development orders do not preclude the approval
18 of a Network Access Point (NAP), if the NAP
19 satisfies specified conditions;
