1 A bill to be entitled
2 An act relating to retirement; providing a
3 statement of principles for the development of
4 an optional retirement program for public
5 employees; providing an effective date.

7 Be It Enacted by the Legislature of the State of Florida:

9 Section 1. The Legislature finds and declares that
10 providing employees with informed choices in the workplace
11 supports the development of a high-caliber infrastructure for
12 the conduct of public business. The elements that any improved
13 package of pension benefits should encompass include:
14 (1) That the choices given employees be financially
15 sound and maintain a neutrality in the costs now borne by
16 public employers.
17 (2) That the cost contribution be affordable relative
18 to what typical employee benefit programs incur nationally.
19 (3) That employees be given informed, unconstrained
20 choices that permit them to match their career orientation to
21 that of their employer.
22 (4) That the plan be equitable to current and future
23 employees.
24 (5) That any optional program permit employees to
25 change jobs within a public-sector career with the assurance
26 that their choices will not carry a structural penalty.
27 (6) That employees who wish to assume greater personal
28 responsibility for their retirement income be given the best
29 and most timely information upon which their decisions can be
30 based.
31 Section 2. This act shall take effect July 1, 2001.
