1 A bill to be entitled
2 An act relating to the Department of
3 Transportation; amending s. 316.1895, F.S.;
4 directing the department to provide for
5 pedestrian crosswalks with pedestrian control
6 devices at all public elementary schools,
7 middle schools, high schools, and alternative
8 learning centers in the state under certain
9 circumstances; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsections (1) and (2) of section
14 316.1895, Florida Statutes, are amended to read:
15 316.1895 Establishment of school speed zones,
16 enforcement; designation.--
17 (1)(a) The Department of Transportation, pursuant to
18 the authority granted under s. 316.0745, shall adopt a uniform
19 system of traffic control devices and pedestrian control
20 devices for use on the streets and highways in the state
21 surrounding all schools, public and private.
22 (b) The Department of Transportation shall compile,
23 publish, and transmit a manual containing all specifications
24 and requirements with respect to the system of devices
25 established pursuant to paragraph (a) to the governing body of
26 each county and municipality in the state, and the Department
27 of Transportation and each county and municipality in the
28 state shall install and maintain such traffic and pedestrian
29 control devices in conformity with such uniform system.
30 (c) As part of the uniform system of traffic and
31 pedestrian control devices established pursuant to paragraphs

1 (a) and (b), the Department of Transportation will include
2 safety zones by installing School Speed Limit Zones along
3 highways contiguous to school property.
4 (2) Upon request from the appropriate local
5 government, the Department of Transportation shall install and
6 maintain such traffic and pedestrian control devices on
7 state-maintained roads as prescribed in this section for all
8 prekindergarten early-intervention schools that receive
9 federal funding through the Headstart program, public and
10 private elementary schools, middle schools, alternative
11 learning centers, and high schools.
12 Section 2. This act shall take effect July 1, 2000.

Directs the Department of Transportation to provide
