6 membership and duties; providing for
7 reimbursement of certain expenses; providing an
8 effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraph (a) of subsection (2) of section
13 229.555, Florida Statutes, is amended to read:
14 229.555 Educational planning and information
15 systems.--
16 (2) COMPREHENSIVE MANAGEMENT INFORMATION SYSTEMS.--The
17 commissioner shall develop and implement an integrated
18 information system for educational management. The system must
19 be designed to collect, via electronic transfer, all student
20 and school performance data required to ascertain the degree
21 to which schools and school districts are meeting state
22 performance standards, and must be capable of producing data
23 for a comprehensive annual report on school and district
24 performance. In addition, the system shall support, as
25 feasible, the management decisions to be made in each division
26 of the department and at the individual school and district
27 levels. Similar data elements among divisions and levels
28 shall be compatible. The system shall be based on an overall
29 conceptual design; the information needed for such decisions,
30 including fiscal, student, program, personnel, facility,
31 community, evaluation, and other relevant data; and the

1 relationship between cost and effectiveness. The system shall
2 be managed and administered by the commissioner and shall
3 include a district subsystem component to be administered at
4 the district level, with input from the reports-and-forms
5 control management committees. Each district school system
6 with a unique management information system shall assure that
7 compatibility exists between its unique system and the
8 district component of the state system so that all data
9 required as input to the state system is made available via
10 electronic transfer and in the appropriate input format.
11 (a) The specific responsibilities of the commissioner
12 shall include:
13 1. Consulting with school district representatives in
14 the development of the system design model and implementation
15 plans for the management information system for public school
16 education management;
17 2. Providing operational definitions for the proposed
18 system;
19 3. Determining the information and specific data
20 elements required for the management decisions made at each
21 educational level, recognizing that the primary unit for
22 information input is the individual school and recognizing
23 that time and effort of instructional personnel expended in
24 collection and compilation of data should be minimized;
25 4. Developing standardized terminology and procedures
26 to be followed at all levels of the system;
27 5. Developing a standard transmittal format to be used
28 for collection of data from the various levels of the system;
29 6. Developing appropriate computer programs to assure
30 integration of the various information components dealing with

1 students, personnel, facilities, fiscal, program, community,
2 and evaluation data;
3 7. Developing the necessary programs to provide
4 statistical analysis of the integrated data provided in
5 subparagraph 6. in such a way that required reports may be
6 disseminated, comparisons may be made, and relationships may
7 be determined in order to provide the necessary information
8 for making management decisions at all levels;
9 8. Developing output report formats which will provide
10 district school systems with information for making management
11 decisions at the various educational levels;
12 9. Developing a phased plan for distributing computer
13 services equitably among all public schools and school
14 districts in the state as rapidly as possible. The plan shall
15 describe alternatives available to the state in providing such
16 computing services and shall contain estimates of the cost of
17 each alternative, together with a recommendation for action.
18 In developing the plan, the feasibility of shared use of
19 computing hardware and software by school districts, community
20 colleges, and universities shall be examined. Laws or
21 administrative rules regulating procurement of data processing
22 equipment, communication services, or data processing services
23 by state agencies shall not be construed to apply to local
24 agencies which share computing facilities with state agencies;
25 10. Assisting the district school systems in
26 establishing their subsystem components and assuring
27 compatibility with current district systems;
28 11. Establishing procedures for continuous evaluation
29 of system efficiency and effectiveness;
30 12. Initiating a reports-management and
31 forms-management system to ascertain that duplication in

1 collection of data does not exist and that forms and reports
2 for reporting under state and federal requirements and other
3 forms and reports are prepared in a logical and uncomplicated
4 format, resulting in a reduction in the number and complexity
5 of required reports, particularly at the school level; and
6 13. Establishing a state reports-control and
7 forms-control management system committee, which shall be
8 composed of nine members, including a district superintendent;
9 a district management information services specialist; a
10 secondary school principal; an elementary school principal;
11 four teachers at least one of whom represents secondary school
12 teachers and at least one of whom represents elementary school
13 teachers; and the commissioner or his designee, who shall
14 serve as chairperson. The purpose of the committee shall be to
15 eliminate unnecessary paperwork. The committee's
16 responsibilities include, but are not limited to, reviewing
17 the department's reports-management and forms-management
18 system, receiving recommendations concerning
19 reports-management and forms-management from school districts,
20 and eliminating or simplifying required reports and forms.
21 Committee members shall be entitled to reimbursement for
22 expenses pursuant to s. 112.061; and
23 14.13. Initiating such other actions as are necessary
24 to carry out the intent of the Legislature that a management
25 information system for public school management needs be
26 implemented. Such other actions shall be based on criteria
27 including, but not limited to:
28 a. The purpose of the reporting requirement;
29 b. The origination of the reporting requirement;
30 c. The date of origin of the reporting requirement;
31 and

1 d. The date of repeal of the reporting requirement.
2 Section 2. This act shall take effect July 1, 2000.

5 SENATE SUMMARY
6 Requires the Commissioner of Education to establish a
state reports-control and forms-control committee for the
7 purpose of eliminating unnecessary paperwork. Provides
for membership and duties and provides for the
8 reimbursement of members' expenses.
