13 Senate Amendment (with title amendment)
14 On page 5, between lines 11 and 12,

16 insert:
17 Section 3. The prohibition against civil actions
18 granted firearms manufacturers by this act shall apply only to
19 a firearms manufacturer that:
20 (1) Includes with each firearm it sells an external
21 lock that has to be removed before firing;
22 (2) Within 2 years of the effective date of this act
23 equips each of the firearms it sells with an additional lock
24 built into the firearm;
25 (3) Adds a second, concealed serial number to each of
26 the firearms it sells;
27 (4) Within 1 year of the effective date of this act
28 develops firearms with child resistant triggers;
29 (5) Limits new firearms to those that use ammunition
30 magazines with fewer than 10 rounds; and
31 (6) Distributes firearms to dealers at gun shows only
