14 On page 7, before line 1,

16 insert:
17 Section 6. (1) A private person or private entity may
18 not develop or operate a private correctional or detention
19 facility for the exclusive housing of federal inmates or
20 detainees, unless:
21 (a) The location, intended use, and description of the
22 facility has been approved by resolution of the governing
23 authority of the local governmental entity in which the
24 facility is to be located, after public notice and a meeting
25 held in accordance with applicable law; and
26 (b) All correctional officers and security supervisory
27 staff, prior to employment at the facility, complete a
28 training curriculum that meets or exceeds the current training
29 standards for a correctional officer employed by the state.
30 (2) If a private person or private entity meets the
31 requirements of this section, the employees of such privately

1 operated facility may use necessary force and make arrests in
2 a manner consistent with the authority granted to employees of
3 state correctional facilities under state law to use force and
4 make arrests.

22 prevention as part of the correctional-officer
23 training program; authorizing the department
24 and county and municipal detention facilities
25 to provide an orientation program and
26 counseling; creating s. 951.221, F.S.;
27 prohibiting sexual misconduct by employees of
28 county or municipal detention facilities;
29 providing for termination of employment under
30 certain circumstances; providing penalties;
31 creating s. 951.223, F.S.; prohibiting an

8 private correctional facility for the exclusive
9 housing of federal inmates unless the facility
10 is approved by resolution of the local
11 governing authority the supervisory staff
12 complies with certain training requirements;
13 authorizing employees of such facility to use
14 necessary force and make arrests consistent
15 with state law; providing an effective date.
