14 On page 7, before line 1,

16 insert:
17 Section 6. (1) A private person or private entity may
18 not develop or operate a private correctional or detention
19 facility for the exclusive housing of federal inmates or
20 detainees, unless:
21 (a) The location, intended use, and description of the
22 facility has been approved by resolution of the governing
23 authority of the local governmental entity in which the
24 facility is to be located, after public notice and a meeting
25 held in accordance with applicable law; and
26 (b) All correctional officers and security supervisory
27 staff must meet the training standards for a correctional
28 officer employed by the state pursuant to chapter 943, Florida
29 Statutes.
30 (2) If a private person or private entity meets the
31 requirements of sections 943.135 and 943.1395, Florida

1 Statutes, the employees of such privately operated facility
2 may use necessary force and detain in a manner consistent with
3 the authority granted to employees of state correctional
4 facilities under state law to use force and detain.

11 On page 1, line 23, after the second semicolon,

13 insert:
14 prohibiting a private person or entity from
15 operating a private correctional facility for
16 the exclusive housing of federal inmates unless
17 the facility is approved by resolution of the
18 local governing authority the supervisory staff
19 complies with certain training requirements;
20 authorizing employees of such facility to use
21 necessary force and detain consistent with
22 state law;
