17  and insert in lieu thereof:  person within the jurisdiction of

18  a county with a population of 75,000 or fewer, or a county

19  with a population of 100,000 or fewer which is contiguous to a

20  county with a population of 75,000 or fewer.  All other

21  provisions of ss. 212.096,
