13         Amendment (with title amendment) 

14         On page 22, between lines 27 and 28,

16  insert:

17         Section 17.  Notwithstanding any other provision of law

18  to the contrary, a private vendor that operates a private

19  correctional facility under contract with the Correctional

20  Privatization Commission, the Department of Corrections, or a

21  political subdivision of the state may not enter into a

22  contract for the housing of inmates incarcerated outside the

23  state unless the Legislature approves such contract through

24  separate, single-subject legislation.  Such legislative

25  authorization, if granted, shall also specify the offense or

26  offenses of conviction of inmates to be housed by private

27  vendors under such contract.
