13         Senate Amendment 

14         On page 7, lines 19-21, delete those lines

16  and insert:  (e)  "Budget Entity" means a unit or function at

17  the lowest level to which funds are specifically appropriated

18  in the appropriations act. "Budget Entity" and "Service" have

19  the same meaning.
