14         Senate Amendment (with title amendment) 

15         On page 5, between lines 12 and 13,

17  insert:

18         (7)  Any contractor or provider receiving state funds

19  shall have established a separate 501(c)(3) organization for

20  the purposes of receiving such funds and for administration,

21  record keeping, accounting and other necessary functions

22  relating to the usage of such funds.
