14         Senate Amendment (with title amendment) 

15         On page 7, between lines 26 and 27,

16

17  insert:

18         Section 2.  (1)  It is the intent of the Legislature

19  to:

20         (a)  Reduce the rates of illness and death from lung

21  cancer and other cancers and improve the quality of life among

22  low-income African-American and Hispanic populations through

23  increased access to early, effective screening and diagnosis,

24  education, and treatment programs.

25         (b)  Create a community faith-based disease-prevention

26  program in conjunction with the Health Choice Network and

27  other community health centers to build upon the natural

28  referral and education networks in place within minority

29  communities and to increase access to health service delivery

30  in South Florida.

31         (c)  Establish a funding source to build upon local

 1  private participation to sustain the operation of the program.

 2         (2)(a)  There is created the Jessie Trice Cancer

 3  Prevention Program, to be located, for administrative

 4  purposes, within the Department of Health, and operated from

 5  the community health centers within the Health Choice Network

 6  in South Florida.

 7         (b)  Funding will be provided to develop contracts with

 8  community health centers and local community faith-based

 9  education programs to provide cancer screening, diagnosis,

10  education, and treatment services to low-income populations

11  throughout the state. Pilot programs will be initially created

12  in the communities of Goulds, Naranja, Coconut Grove, Liberty

13  City, and East Little Havana in Dade County and Dunbar in Lee

14  County.

15         Section 3.  Funds to implement the provisions in this

16  act are contingent upon a specific appropriation for that

17  purpose in the General Appropriations Act.
