  1                      A bill to be entitled

  2         An act relating to the Florida Public Service

  3         Commission; providing legislative intent;

  4         providing an effective date.

  6  Be It Enacted by the Legislature of the State of Florida:

  7

  8         Section 1.  It is the intent of the Legislature that

  9  the Florida Public Service Commission refrain from imposing

10  stringent regulatory policies which stifle consumer access to

11  new and innovative services.

12         Section 2.  It is the intent of the Legislature that

13  each nominee to the Florida Public Service Commission be

14  qualified to address the changing nature of regulation.

15         Section 3.  This act shall take effect upon becoming a

16  law.

      Provides legislative intent that the Florida Public
