  1                      A bill to be entitled

  2         An act relating to cardrooms; amending s.

  3         849.086, F.S.; revising language with respect

  4         to conditions for operating a cardroom;

  5         providing that each wager may not exceed a

  6         certain amount; increasing the amount of the

  7         cardroom monthly take used to supplement

  8         greyhound purses or jai alai prize money;

  9         providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  Paragraphs (a) and (b) of subsection (7),

14  paragraph (b) of subsection (8), and paragraph (d) of

15  subsection (13) of section 849.086, Florida Statutes, are

16  amended to read:

17         849.086  Cardrooms authorized.--

18         (7)  CONDITIONS FOR OPERATING A CARDROOM.--

19         (a)  A cardroom may only be operated at the location

20  specified on the cardroom license issued by the division, and

21  such location may only be the location at which the

22  pari-mutuel permitholder is authorized to conduct pari-mutuel

23  wagering activities pursuant to such permitholder's valid

24  pari-mutuel permit and current license.

25         (b)  A cardroom may be operated at the facility only

26  when the facility is authorized to accept wagers on

27  pari-mutuel events during its authorized meet.  A cardroom may

28  begin operations within 2 hours prior to the post time of the

29  first pari-mutuel event conducted live at the pari-mutuel

30  facility on which wagers are accepted by the facility and must

31  cease operations by 3 a.m. on the following day within 2 hours

  1  after the conclusion of the last pari-mutuel event conducted

  2  live at the pari-mutuel facility on which wagers are accepted.

  3         (8)  METHOD OF WAGERS; LIMITATION.--

  4         (b)  Each wager The winnings of any player in a single

  5  round, hand, or game may not exceed $10 in value.  The fee

  6  charged by the cardroom for participation in the game shall

  7  not be included in the calculation of the limitation on the

  8  pot size provided in this paragraph.

  9         (13)  TAXES AND OTHER PAYMENTS.--

10         (d)  Each greyhound and jai alai permitholder that

11  which operates a cardroom facility shall utilize at least 10 4

12  percent of such permitholder's cardroom monthly gross receipts

13  to supplement greyhound purses or jai alai prize money,

14  respectively, during the permitholder's next ensuing

15  pari-mutuel meet.  Each thoroughbred and harness horse racing

16  permitholder which operates a cardroom facility shall utilize

17  at least 50 percent of such permitholder's cardroom monthly

18  net proceeds as follows:  47 percent to supplement purses and

19  3 percent to supplement breeders' awards during the

20  permitholder's next ensuing racing meet.

21         Section 2.  This act shall take effect upon becoming a

22  law.

      Revises language with respect to conditions for operating
27    a cardroom. Provides that a cardroom may be operated only
      when the facility is authorized to accept wagers on
28    pari-mutuel events and must cease operation by 3 a.m. the
      day following the pari-mutuel events on which wagers are
29    accepted by the facility. Increases to 10 percent the
      amount of permitholders' cardroom monthly gross receipts
30    which must be used to supplement greyhound purses or jai
