  1                      A bill to be entitled

  2         An act relating to agency planning,

  3         performance-based program budgeting, and

  4         general financial matters; providing for annual

  5         long-range program plans; requiring performance

  6         outcome measures; providing for annual

  7         performance-based program budget requests;

  8         providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Agencies shall develop and implement an

13  annual long-range program plan which shall establish the

14  framework for resource allocation.  Long-range program plans

15  shall identify agency programs and services and shall describe

16  how they will be used to implement state policy and achieve

17  state goals.  Performance outcome measures shall be

18  established for each agency service and shall be used to

19  evaluate the impact or benefit of the service to citizens.

20         Section 2.  Agencies shall submit annual

21  performance-based program budget requests which shall include

22  the amounts of money needed to provide the services they are

23  authorized to deliver or which they are requesting

24  authorization to deliver.  Agency performance-based program

25  budget requests shall be consistent with the agency long-range

26  program plan.

27         Section 3.  This act shall take effect upon becoming a

28  law.
