municipal seaport department that operates a seaport. This

section is subject to the Open Government Sunset Review Act of

1995 in accordance with s. 119.15, and shall stand repealed on

October 2, 2005, unless reviewed and saved from repeal through

 reenactment by the Legislature.

Section 2. The Legislature finds that seaports

constitute a major point of entry for illicit drugs and other

contraband and are potential targets for terrorist activities.

The Legislature further finds that an exemption from public

disclosure for seaport security plans and certain photographs,

maps, blueprints, drawings, and similar materials that depict

critical seaport operating facilities is narrowly tailored to

serve a public purpose and is necessary to ensure the safety

 and security of seaports.

Section 3. This act shall take effect upon becoming a

 law.
