11 The Committee on General Government Appropriations offered the
12 following:

16 remove from the bill: all of said lines

18 and insert in lieu thereof:
19 1. Organic detrital material that exists on the
20 surface of natural mineral soil shall be allowed to be removed
21 to a depth of 3 feet or to the natural mineral soils or the
22 rocky substrate;, whichever is less.
23 2. Exceedence's of the limitations provided for in
24 subparagraph 1. are permitted provided that they deal with
25 material described in paragraph (r) and are included in
26 permits granted under s. 369.20 or s. 369.25.
27 3.2. All organic material removed removal pursuant to
28 this paragraph subsection shall be deposited in an upland site
29 in a manner that will prevent the reintroduction of the
30 material into waters in the state except when spoil material
31 is permitted to be used to create wildlife islands in

1 freshwater bodies of the state when a governmental entity is
2 permitted pursuant to s. 369.20 this section to create such
3 islands as a part of a restoration or enhancement project;
4 and.
5 4. Twenty-five percent, by mass, of the indigenous,
6 noninvasive, nonnuisance biota removed shall be replanted.
7 53. All activities are performed in a manner
8 consistent with state water quality standards.
