13         Substitute Amendment for Amendment (332037) (with title

14  amendment) 

15         On page 2, line 19 through page 3, line 15,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:  (3)  FORMAL AGREEMENT AND

19  IMPLEMENTATION PLAN; LOCAL INDEPENDENT PANELS.--

20         (a)  By July 1, 2002, each community college board of

21  trustees and the school boards located in each community

22  college's service area, must develop and implement a plan for

23  the governance and delivery of adult workforce development

24  programs.

25         (b)  If an agreement is not adopted, a local panel

26  shall determine which educational system shall deliver such

27  programs.  The Commissioner of Education shall be responsible

28  for convening local panels.

29         (c)  Each local panel shall be comprised of a school

30  board member, a district school superintendent, a member of a

31  community college board of trustees, a community college

 1  president, and a member of the largest chamber of commerce in

 2  the community college's service area.  These five members

 3  shall select two additional members to serve on the panel.

 4  Respective local organizations shall make the initial

 5  appointments to the panel.

 6         (4)  TRANSFER OF ADULT WORKFORCE DEVELOPMENT

 7  PROGRAMS.--All public adult workforce development programs and

 8  all area technical centers that are transferred to community

 9  colleges in compliance with subsection (3) shall comply with

10  the following:
