  1                      A bill to be entitled

  2         An act relating to Cabinet reorganization;

  3         providing legislative intent regarding the

  4         impact of the amendment to the State

  5         Constitution on the Comptroller; providing an

  6         effective date.

  8         WHEREAS, in November of 1998 the electorate of Florida

  9  voted to amend the State Constitution, and

10         WHEREAS, that amendment provides for the modification

11  of the membership of the Cabinet effective January 7, 2003,

12  and

13         WHEREAS, that amendment provides that the Comptroller

14  will be removed from the Cabinet and that the Chief Financial

15  Officer will be assigned the Comptroller's constitutional

16  duties, NOW, THEREFORE,

18  Be It Enacted by the Legislature of the State of Florida:

19

20         Section 1.  It is the intent of the Legislature that

21  when the Comptroller's constitutional duties are transferred

22  to the Chief Financial Officer that the transfer of those

23  duties will occur in an efficient manner with minimal

24  disruption to the process of settling and approving accounts

25  against the state.

26         Section 2.  This act shall take effect January 7, 2003.
