  1                      A bill to be entitled

  2         An act relating to Cabinet reorganization;

  3         providing legislative intent regarding the

  4         impact of the amendment to the State

  5         Constitution on the Treasurer; providing an

  6         effective date.

  8         WHEREAS, in November of 1998 the electorate of Florida

  9  voted to amend the State Constitution, and

10         WHEREAS, that amendment to the State Constitution

11  provides for the modification of the membership of the Cabinet

12  effective January 7, 2003, and

13         WHEREAS, that amendment provides that the Treasurer

14  will be removed from the Cabinet but that the Chief Financial

15  Officer will be assigned the Treasurer's constitutional

16  duties, NOW, THEREFORE,

18  Be It Enacted by the Legislature of the State of Florida:

19

20         Section 1.  It is the intent of the Legislature that

21  when the Treasurer's constitutional duties are transferred to

22  the Chief Financial Officer that the transfer of those duties

23  occurs in an efficient manner so that disbursements from the

24  State Treasury are not disrupted.

25         Section 2.  This act shall take effect January 7, 2003.
