13         Senate Amendment (with title amendment) 

14         On page 12, lines 15-17, delete those lines

16  and insert:  Florida. It shall has authority to adopt rules

17  pursuant to ss. 120.536(1) and 120.54 which are necessary to

18  implement the programs and provisions of law conferring duties

19  conferred by law upon it for the improvement of the state
