14 On page 148, between lines 10 and 11,

16 insert:
17 Section 65. Effective July 2, 2000, the last full
18 paragraph preceding specific appropriation 178 of House Bill
19 2145, which language is republished below, is repealed.

21 Funds in Specific Appropriations 178 through 182 are provided
22 to pay salaries and operational expenses of the Board of
23 Regents. Unless specifically approved by the Executive Office
24 of the Governor to address critical staffing needs of the
25 Board, these funds may not be used to pay compensation for
26 individuals who were not employed by the Board of Regents
27 prior to the effective date of this act. Further none of these
28 funds may be used to fund salary increases for any personnel
29 unless approved by the Executive Office of the Governor for
30 employees who may be promoted to fill critical vacancies which
31 may occur during the fiscal year. The Board of Regents shall

Amendment No.
1 develop a plan to reduce the level of funding provided in
2 Specific Appropriations 178 through 182 by thirty percent for
3 Fiscal Year 2001-2002 and by an additional 30 percent for
4 Fiscal Year 2002-2003. This plan shall be based on the
5 implementation of a decentralized system of governance for the
6 state university system, with the primary responsibility of
7 the revised Board Office being coordination and reporting of
8 system activities. This plan shall be submitted to the
9 Executive Office of the Governor, the Speaker of the House of
10 Representatives, and the President of the Senate by October 1,
11 2000. Additionally, the 30 percent reduction for Fiscal Year
12 2001-2002 shall be reflected in the Board's Legislative Budget
13 Request. The provisions of this paragraph are contingent upon
14 House Bill 2263 or similar legislation becoming law.
