1 A bill to be entitled
2 An act relating to Cabinet reorganization;
3 providing for the establishment of the Office
4 of the Chief Financial Officer; designating the
5 Chief Financial Officer as the head of the
6 office; providing an effective date.

8 WHEREAS, in November of 1998 the electorate of Florida
9 voted to amend the State Constitution, and
10 WHEREAS, that amendment provides for the modification
11 of the membership of the Cabinet effective January 7, 2003,
12 and
13 WHEREAS, that amendment provides that there will be a
14 Chief Financial Officer who will be assigned the
15 constitutional duties of the Comptroller and Treasurer, NOW,
16 THEREFORE,

18 Be It Enacted by the Legislature of the State of Florida:

20 Section 1. The Office of the Chief Financial Officer
21 is created, the head of which office is the Chief Financial
22 Officer. Pursuant to s. 4, Art. IV of the State Constitution,
23 the duties of the Chief Financial Officer are to serve as the
24 chief fiscal officer of the state, to settle and approve
25 accounts against the state, and to keep all state funds and
26 securities.
27 Section 2. This act shall take effect January 7, 2003.
