2 An act relating to trust funds; creating the
3 Digital Media Education Infrastructure Fund;
4 providing for the administration of the trust
5 fund; specifying the purposes and uses of the
6 trust fund; providing for review and
7 termination or recreation of the trust fund;
8 providing a contingent effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Digital Media Education Infrastructure
13 Fund.--
14 (1) There is created within the State Treasury the
15 Digital Media Education Infrastructure Fund. Moneys deposited
16 in the trust fund shall be administered by the Office of
17 Tourism, Trade, and Economic Development and may be used only
18 to support upgrading the quality of media labs associated with
19 university programs, community college programs, and other
20 educational resources in order to assist in meeting current
21 and future workforce-training needs for the digital media
22 industry.
23 Section 2. In accordance with Section 19(f)(2),
24 Article III of the State Constitution, the Digital Media
25 Education Infrastructure Fund shall, unless terminated sooner,
26 be terminated on July 1, 2004. Before its scheduled
27 termination, the trust fund shall be reviewed as provided in
28 section 215.3206 (1) and (2), Florida Statutes.
29 Section 3. This act shall take effect July 1, 2000,
30 but it shall not take effect unless it is enacted by a

1 three-fifths vote of the membership of each house of the
2 Legislature.

4 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
5 Senate Bill 1684

7 This committee substitute creates the Digital Media Education
Infrastructure Fund to be administered by the Office of
8 Tourism, Trade, and Economic Development. The fund may be
used only to support upgrading the quality of media labs
9 associated with university programs, community college
programs, and other educational resources in order to assist
10 in meeting current and future workforce training needs for the
digital media industry.

In accordance with s. 19(f)(2), Art. III of the State
12 Constitution, the fund shall, unless terminated sooner,
terminate on July 1, 2004. Before its scheduled termination,
13 the fund must be reviewed as provided in s. 215.3206 (1) and
(2), F.S.
