11  The Committee on Natural Resources recommended the following

12  amendment:

14         Senate Amendment 

15         On page 1, lines 19-24, delete those lines

16

17  and insert:

18         (5)  Execute any of the powers, duties, and functions

19  vested in the governing board through a member or members

20  thereof, the executive director, or other district staff as

21  designated by the governing board. However, if the governing

22  board delegates the authority to take final action on permit

23  applications under part II or part IV, or petitions for

24  variances or waivers of permitting requirements under part II

25  or part IV, the governing board shall provide a process for

26  referring any denial of such application or petition to the

27  governing board to take final action. The authority in this

28  subsection is supplemental to any other provision of this

29  chapter granting authority to the governing board to delegate

30  specific powers, duties or functions.
