13         Amendment 

14         On page 5, line 2 of the bill,

16  after the period insert:  Notwithstanding any other provision

17  of this act, each agency's plan shall include a method for

18  monitoring and reviewing the organization's performance.  The

19  plan shall include specific information on documented need per

20  activity, planned expenditures per activity, accountability

21  measures per activity, unit cost and a methodology for

22  distributing certificates, warrants, or other forms of

23  disbursement funded under this act.

24         An agency is allowed to allocate up to 3% of total

25  program funds for administration and up to 1% allocation for

26  training or technical assistance, from the private sector.
