14 On page 3, lines 4 through 11, delete those lines

16 and insert:
17 (6) In the event of a ruling or order at any stage of
18 any administrative or judicial proceeding that the filed
19 material is not trade secret information, the agency shall not
20 disclose the information before expiration of the time allowed
21 to seek appellate review of the ruling or order or, if
22 appellate review is sought, before issuance of an affirming
23 order by the reviewing court. The subsequent disclosure by the
24 agency of the filed material pursuant to the order of s.
25 119.07(1) or the discovery rules shall not be construed as a
26 commission of an offense against intellectual property within
27 the meaning of s. 815.04, nor shall the prior refusal of the
28 division to disclose the filed material subject the agency to
29 penalty or attorney's fees under chapter 119. In proceedings
30 protesting contract bidding or award under s. 120.57(3). a
31 motion for stay shall be made within 7 calendar after the
