1 A bill to be entitled
2 An act relating to bingo; creating the Bingo
3 Study Commission; providing for a report;
4 providing an effective date.

6 Be It Enacted by the Legislature of the State of Florida:

8 Section 1. There is created the Bingo Study Commission
9 consisting of nine members.
10 Section 2. Five members shall be appointed by the
11 Governor. Two members shall be appointed by the President of
12 the Senate and two shall be appointed by the Speaker of the
13 House of Representatives. In each case, the presiding officer
14 shall appoint one member of the majority party and one member
15 of the minority party.
16 Section 3. The Bingo Study Commission shall report to
17 the Governor and the presiding officers of the Legislature by
18 February 1, 2001. The report must make recommendations
19 regarding the following issues:
20 (1) Specific procedures for conducting games;
21 (2) Who may conduct or assist with the conducting of
22 bingo games;
23 (3) Where or under what property arrangement bingo may
24 be conducted and how often bingo may be conducted at any one
25 location;
26 (4) The lack of accountability for the use of the
27 money collected from bingo operations;
28 (5) The lack of uniform control or enforcement; and
29 (6) The lack of a single official or agency specified
30 to act as the final authority in bingo-related disputes.

1 Section 4. This act shall take effect upon becoming a
2 law.

COMMITTEE SUBSTITUTE FOR

7 The Committee Substitute for Senate Bill 1704 creates a bingo
study commission consisting of nine members. It provides for
8 an appointment process and requires a report to the
Legislature by February 1, 2001.
