15  remove from the bill:  all of said lines

17  and insert in lieu thereof:

18         (3)(a)  All or any portion of the state's right, title,

19  and interest in and to the tobacco settlement agreement may be

20  sold to the Tobacco Settlement Financing Corporation, created

21  pursuant to s. 215.5600.  Any such sale shall be a true sale

22  and not a borrowing.
