6 life-threatening emergencies; amending s.
7 232.465, F.S.; clarifying the requirement that
8 procedures for life-threatening medical
9 emergencies be adopted; amending s. 235.14,
10 F.S.; requiring each district school board to
11 adopt emergency management and emergency
12 preparedness procedures according to minimum
13 standards and model procedures established by
14 the Department of Education; providing
15 guidelines for the minimum standards and model
16 procedures adopted by the department; amending
17 s. 381.0056, F.S.; requiring school health
18 services plans to include provisions for
19 infectious material exposure control; providing
20 an effective date.

22 Be It Enacted by the Legislature of the State of Florida:
23
24 Section 1. Paragraph (f) is added to subsection (6) of
25 section 230.23, Florida Statutes, to read:
26 230.23 Powers and duties of school board.--The school
27 board, acting as a board, shall exercise all powers and
28 perform all duties listed below:
29 (6) CHILD WELFARE.--Provide for the proper accounting
30 for all children of school age, for the attendance and control
31 of pupils at school, and for proper attention to health,

1 safety, and other matters relating to the welfare of children
2 in the following fields, as prescribed in chapter 232.
3 (f) Emergency management; emergency
4 preparedness.--Establish emergency management and emergency
5 preparedness procedures, in accordance with ss. 381.0056(5),
6 232.465, and 232.475, to be followed by schools for the
7 following life-threatening emergencies: weapon use/hostage
8 situations; hazardous materials/toxic spills; weather
9 emergencies, including hurricanes, tornadoes, and severe
10 storms; and infectious materials exposure.
11 Section 2. Subsection (4) of section 232.465, Florida
12 Statutes, is amended to read:
13 232.465 Provision of medical services; restrictions.--
14 (4) Each district school board shall establish
15 emergency procedures in accordance with s. 381.0056(5) for
16 life-threatening medical emergencies.
17 Section 3. Section 235.14, Florida Statutes, is
18 renumbered as section 232.475, Florida Statutes, and amended
19 to read:
20 232.475 235.14 Emergency management procedures;
21 emergency preparedness drills.--
22 (1) The Department of Education shall adopt rules
23 which prescribe minimum standards and model procedures for
24 emergency management and emergency preparedness procedures to
25 be adopted by each district school board which must:
26 (a) Require each school to conduct and document no
27 fewer than 10 fire drills per school year.
28 (b) Require each school to conduct and document no
29 fewer than 2 tornado drills per school year.

1 (c) Establish model emergency management and emergency
2 preparedness procedures for the following life-threatening
3 emergencies:
4 1. Weapon use/hostage situations.
5 2. Hazardous materials/toxic spills.
6 3. Weather emergencies, including hurricanes,
7 tornadoes, and severe storms.
8 4. Infectious materials exposure.
9 (2) Each district school The board shall formulate and
10 adopt prescribe policies that prescribe emergency management
11 procedures and procedures for emergency preparedness drills
12 for each of the schools in the district all the public schools
13 of the state which comprises comprise grades K-12, according
14 to minimum standards and model policies established by the
15 department according to this section.
16 Section 4. Paragraphs (q) and (r) of subsection (5) of
17 section 381.0056, Florida Statutes, are amended, and paragraph
18 (s) is added to said subsection, to read:
19 381.0056 School health services program.--
20 (5) Each county health department shall develop,
21 jointly with the district school board and the local school
22 health advisory committee, a school health services plan,
23 which ; and the plan shall include, at a minimum, provisions
24 for:
25 (q) Health information which will be provided by the
26 school health nurses, when necessary, regarding the placement
27 of students in exceptional student programs and the
28 reevaluation at periodic intervals of students placed in such
29 programs; and
30 (r) Notification to the local nonpublic schools of the
31 school health services program and the opportunity for

1 representatives of the local nonpublic schools to participate
2 in the development of the cooperative health services plan;
3 and.
4 (s) Infectious material exposure control.
5 Section 5. This act shall take effect July 1, 2000.

Requires district school boards to establish emergency
10 preparedness procedures for certain life-threatening
emergencies. Clarifies the requirement that procedures
11 for life-threatening medical emergencies be adopted.
Requires each district school board to adopt emergency
12 management and emergency preparedness procedures
according to minimum standards and model procedures
13 established by the Department of Education. Provides
guidelines for the minimum standards and model procedures
14 adopted by the department. Requires school health
services plans to include provisions for infectious
15 material exposure control.
