19         Section 4.  In fiscal year 2000-2001, the Department of

20  Environmental Protection may utilize up to $10 million of

21  Specific Appropriation 1591D of the FY 2000-2001 General

22  Appropriations Act from the Wastewater Treatment and

23  Stormwater Management Revolving Loan Trust Fund for the

24  purpose of transferring funds to the Florida Water Pollution

25  Control Financing Corporation under service contract to carry

26  out the activities authorized in s. 403.1835 and s. 403.1837,

27  Florida Statutes.
