14 On page 140, between lines 22 and 23, of the bill

16 insert:
17 Section 56. Section 258.16, Florida Statutes, is
18 created to read:
19 258.16 Rodman Reservoir Recreation Area and Reserve
20 designated.--
21 (1) There is designated and established a state
22 recreation area to be known as Rodman Reservoir Recreation
23 Area and Reserve, in Marion and Putman Counties, which shall
24 include all state-owned lands within the floodplain of the
25 Oklawaha River and those hereafter acquired by the state from
26 Eureka Dam in Marion County to Buckman Lock in Putnam County.
27 Such lands shall be deemed and held to be a state recreation
28 area, under the supervision of the Division of Recreation and
29 Parks of the Department of Environmental Protection, and the
30 division is charged with the duty of providing for the
31 development of multipurpose recreational opportunities at this

1 recreation area and the care, upkeep, maintenance, and
2 beautification of the Rodman Reservoir Recreation Area and
3 Reserve, including all those dams, locks, and other structures
4 transferred by the Federal Government to the state. Such
5 structures may be permanently closed and filled with suitable
6 materials if their continued maintenance and operation is
7 determined by the department not to be cost-effective due to
8 the overall condition of the structures when they were
9 transferred by the Federal Government. The department shall
10 not adopt any rules or regulations, nor utilize any existing
11 rules or regulations, prohibiting recreational opportunities,
12 including, but not limited to hunting and fishing, in the
13 Rodman Reservoir Recreational Area and Reserve. Any proposed
14 action that would substantially alter the recreation area as
15 it existed on January 1, 2000, shall be approved by the
16 Legislature prior to implementation.
17 (2) The Division of State Lands may acquire in the
18 name of the Board of Trustees of the Internal Improvement
19 Trust Fund any additional property adjacent or contiguous to
20 the Rodman Reservoir Recreation Area and Reserve, from private
21 owners or from the United States Government, for improved
22 management and recreational opportunities.
23 (3) The Division of State Lands is directed to
24 identify, contact, and inform all property owners who entered
25 into easements located within the taking line of the Rodman
26 Reservoir of the designation of this area as a state
27 recreation area.
28 (4) By January 1, 2001, the Division of State Lands is
29 directed to submit a report to the Executive Office of the
30 Governor, the President of the Senate, and the Speaker of the
31 House of Representatives that:

1 (a) Identifies each entity that has an easement within
2 the taking line of the reservoir.
3 (b) Indicates whether the holder of the easement is
4 willing to sell the easement.
5 (c) Estimates the cost of acquiring the easements.
6 (d) Identifies any additional issues resulting from
7 this designation.

14 after the semicolon, insert:
15 creating s. 258.16, F.S.; designating and
16 establishing a state recreation area; providing
17 duties of the Division of Recreation and Parks
18 of the Department of Environmental Protection;
19 providing for closure of certain structures;
20 providing for approval by the Legislature of
21 actions which would substantially alter the
22 recreation area; authorizing the Division of
23 State Lands of the department to acquire
24 contiguous property; requiring the Division of
25 State Lands to notify certain easement holders
26 of the state recreation area designation;
27 requiring a report to the Governor and
28 Legislature;
