14 On page 11, lines 14-30, delete those lines

16 and insert:
17 (8) Notwithstanding any other provision of this act,
18 the direct-support organization authorized under section
19 288.1229, Florida Statutes, may not obligate the state to pay
20 any part of the cost of acquiring any interest in real or
21 personal property or the cost of planning, designing, or
22 constructing any improvement to real property.
23 Section 6. Authority of state agencies.--All agencies
24 of the state may make and enter into agreements with the local
25 organizing committee to provide the local organizing committee
26 with:
27 (1) Such public services as are customarily performed
28 or available from the agency as may be needed by the local
29 organizing committee to host the games; and
30 (2) Such access to and use of any real and personal
31 property owned or controlled by the agency as may be needed by

2 Section 7. Local organizing committee;
3 responsibilities.--
4 (1) The local organizing committee may not engage in
5 any conduct that reflects unfavorably upon this state, the
6 candidate city, or the Olympic movement, or that is contrary
7 to law or to the rules and regulations of the United States
8 Olympic Committee and the International Olympic Committee.
9 (2) By April 15 annually, the local organizing
10 committee shall certify to the direct-support organization
11 authorized under section 288.1229, Florida Statutes, that the
12 local organizing committee:
13 (a) Is a nonprofit corporation, duly organized and
14 validly existing for the purpose of pursuing a candidate
15 city's bid to host the games;
16 (b) Is qualified as a tax-exempt organization under s.
17 501(c)(3) of the Internal Revenue Code, contributions to which
18 are deductible by contributors; and
19 (c) Has, and will continue to maintain, a 20-percent
20 representation of athletes on its board of directors and
21 executive committee, as required by the organizational
22 documents of the committee.
23 (3) The local organizing committee shall maintain, in
24 accordance with generally accepted accounting principles,
25 complete and accurate books and records of all receipts,
26 expenditures, assets, and liabilities of the committee.
27 (4) The local organizing committee shall provide to
28 the direct-support organization authorized under section
29 288.1229, Florida Statutes, in the form and manner in which
30 they are provided to the United States Olympic Committee,
31 annual audited financial statements prepared in accordance
