14         On page 4, line 9, delete that line

16  and insert:

17         (8)  Net financial deficit" means those potential

18  losses resulting from the conduct of the games which the state

19  is obligated to indemnify and insure against pursuant to a

20  games support contract. Expenses or liabilities arising from

21  cancellation of the games or any part thereof due to any cause

22  beyond the local organizing committee's reasonable control,

23  including acts of war, riots and other civil disturbances,

24  acts of God, flood, fire, weather, and earthquakes, shall not

25  be included in calculating the net financial deficit.
