  1                      A bill to be entitled

  2         An act relating to trust funds; creating the

  3         Supplemental School Construction Trust Fund

  4         within the Department of Education; providing a

  5         purpose; providing an exemption from

  6         termination; providing a contingent effective

  7         date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The Supplemental School Construction Trust

12  Fund is created, to be administered by the Florida Department

13  of Education. This trust fund shall be used to fund school

14  construction by the school districts. Moneys in the trust fund

15  shall be distributed by the formula provided in SB 238. The

16  Supplemental School Construction Trust Fund is declared to be

17  exempt from the termination provisions of Section 19 of

18  Article III of the State Constitution under Section 19(f)(3),

19  of Article III of the State Constitution.

20         Section 2.  This act shall take effect July 1, 2000, if

21  SB 238 or similar legislation becomes a law, but it shall not

22  take effect if SB 238 or similar legislation does not become a

23  law.
