11  Senator Campbell moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 4, between lines 15 and 16,

15

16  insert:

17         (6)  No lawsuit claiming sovereignty ownership or

18  public use rights to any lands for which a private claimant

19  holds record title from a state deed or grant shall be

20  initiated by or on behalf of the Board of Trustees of the

21  Internal Improvement Trust Fund without the prior approval of

22  a majority of the Board of Trustees of the Internal

23  Improvement Trust Fund.

24         (7)  This act shall not be interpreted to preclude,

25  alter, or affect any rights of public access to lands and

26  waters below the ordinary high water mark, or any easements by

27  prescription or other common-law rights consistent with

28  Florida law, in effect at the time of passage of this act.

29         Section 2.  If any provision of this act or the

30  application thereof to any person or circumstance is held

31  invalid, the invalidity shall not affect other provisions or

  1  applications of the act which can be given effect without the

  2  invalid provision or application, and to this end the

  3  provisions of this act are declared severable.

13         providing a process for approval of sovereignty

14         claims; providing that the act may not be

15         interpreted to preclude any rights of public

16         access in effect on the effective date of the

17         act; providing severability;
