11  The Committee on Children and Families recommended the

12  following amendment:

14         Senate Amendment (with title amendment) 

15         On page 6, lines 3 through 7, delete those lines

16

17  and insert:

18         (6)  The WAGES Program State Board of Directors shall

19  establish procedures for local WAGES coalitions to include in

20  their annual program and financial plan for the WAGES program

21  an application to offer an individual development account

22  program as part of their WAGES program allocation. These

23  procedures shall include, but not be limited to,

24  administrative costs permitted for the fiduciary organization

25  and policies relative to identifying the match ratio and

26  limits on the deposits for which the match will be provided in

27  the application process. The WAGES Program State Board of

28  Directors also shall establish procedures to ensure that funds

29  held in an individual development account are not withdrawn

30  except for one or more of the qualified purposes described in

31  this section.
