18 (c) In conjunction with its efforts to redirect
19 resources, beginning in September 2001 and annually
20 thereafter, the department shall prepare a report for the
21 President of the Senate and the Speaker of the House and
22 other appropriate groups which includes a statement of the
23 financial savings to the Department of Children and Family
24 Services and local governments which result from the labor and
25 other contributions of River Junction inmates, as well as
26 projected new opportunities for work assignment. The report
27 shall also include monthly population statistics and
28 comparisons of this geriatric facility to other correctional
29 facilities housing the specified age population in areas
30 including, but not limited to, incidents, job assignments,
31 programing, housing and health care.

1 (3) The department shall adopt rules that specify
2 which elderly offenders shall be eligible to be housed at
3 River Junction Correctional Institution.
4 (4) While developing the criteria for eligibility, the
5 department shall use the information in existing offender
6 databases to determine the number of offenders who would be
7 eligible. The Legislature directs the department to consider a
8 broad range of elderly offenders for River Junction
9 Correctional Institution who have good disciplinary records
10 and a medical grade that will permit them to perform
11 meaningful work activities, including participation in an
12 appropriate correctional-work-program (PRIDE) facility, if
13 available.
14 (5) The department shall also submit a study based on
15 existing offenders which projects the number of existing
16 offenders who will qualify under the rules. An appendix to the
17 study shall identify the specific offenders who qualify.
