13         Senate Amendment 

14         On page 12, line 19, after the period

16  insert:  In making appointments, the Governor shall provide

17  reasonable representation from all sections of the state. The

18  commission shall include one, but not more than two, members

19  from each water management district who have resided in the

20  district for at least 1 year, and the remainder shall be

21  selected from the state at large.
