8 electronic filing system for campaign
9 treasurer's reports; providing for future
10 review and repeal; providing a finding of
11 public necessity; providing a contingent
12 effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Section 106.0706, Florida Statutes, is
17 created to read:
18 106.0706 Electronic filing of campaign treasurer's
19 reports; confidentiality of personal identification numbers
20 and computer security algorithms.--All personal identification
21 numbers and computer security algorithms required to maintain
22 the security of information submitted or received through the
23 electronic filing system for campaign treasurer's reports
24 established under s. 106.0705 are confidential and exempt from
25 s. 119.07(1) and s. 24(a), Art. I of the State Constitution.
26 This section is subject to the Open Government Sunset Review
27 Act of 1995 in accordance with s. 119.15, and shall stand
28 repealed on October 2, 2005, unless reviewed and saved from
29 repeal through reenactment by the Legislature.
30 Section 2. The Legislature finds that it is a public
31 necessity to exempt from public records requirements all

1 personal identification numbers and computer security
2 algorithms required to maintain the security of information
3 submitted or received through the electronic filing system for
4 campaign treasurer's reports established under section
5 106.0705, Florida Statutes, as created in Senate Bill .... or
6 similar legislation.
7 Section 3. This act shall take effect upon becoming a
8 law, if Senate Bill .... or similar legislation creating
9 section 106.0705, Florida Statutes, to provide for electronic
10 filing of campaign treasurer's reports, is adopted in the same
11 legislative session or an extension thereof and becomes law.
