13 Amendment (with title amendment)
14 remove from the bill: Everything after the enacting clause,
15
16 and insert in lieu thereof:
17 Section 1. Information that identifies a parent who
18 leaves a newborn infant with a hospital or a fire station in
19 accordance with s. 383.50, Florida Statutes, is confidential
20 and exempt from the provisions of s. 119.07(1), Florida
21 Statutes, and s. 24(a) of Art. I of the State Constitution.
22 The identity of a parent leaving a child shall be disclosed to
23 a person claiming to be a parent of the newborn infant. This
24 section is subject to the Open Government Review Act of 1995
25 in accordance with s. 119.15, Florida Statutes, and shall
26 stand repealed on October 2, 2005, unless reviewed and saved
27 from repeal through reenactment by the Legislature.
28 Section 2. The Legislature finds that the
29 preservation of anonymity and confidentiality of parents who
30 leave newborn infants with hospitals or fire stations is a
31 public necessity, as it will encourage such parents to leave

1 infants safely and thus protect the life and health of those
2 infants. The Legislature further finds that the public policy
3 enunciated for the creation of s. 383.50, Florida Statutes,
4 will be served if the anonymity of parents who leave newborns
5 with hospitals can be maintained.
6 Section 3. This act shall take on the same date that
7 HB 1901 or similar legislation takes effect if such
8 legislation is adopted in the same legislative session or an
9 extension thereof and becomes law.

15 remove from the title of the bill: all of said lines

17 and insert in lieu thereof:
18 An act relating to public records; providing an
19 exemption from public records requirements for
20 information that identifies parents who leave
21 newborn infants at hospitals or fire stations
22 from public records requirements; providing for
23 disclosure of information to person claiming to
24 be parent of newborn; providing a finding of
25 public necessity; providing a contingent
26 effective date.
