16 and insert:
17 (6) LIMITATION ON DUPLICATION OF GOVERNMENT
18 REGULATION.--It is the intent of the Legislature to eliminate
19 duplication of regulatory authority over farm operations as
20 expressed in this subsection. Except as otherwise provided for
21 in this section and s. 487.051(2), and notwithstanding any
22 other provision of law, a local government may not adopt any
23 ordinance, regulation, rule, or policy to prohibit, restrict,
24 regulate, or otherwise limit an activity of a bona fide farm
25 operation on land classified as agricultural land pursuant to
26 s. 193.461, where such activity is regulated through
27 implemented best management practices or interim measures
28 developed by the Department of Environmental Protection, the
29 Department of Agriculture and Consumer Services, or water
30 management districts and adopted under chapter 120 as part of
31 a statewide or regional program. This subsection does not
