17 and insert in lieu thereof:
18 Section 1. The Department of Environmental Protection
19 in cooperation with the Santa Rosa Shores Homeowners
20 Association shall develop a proposal for dredging of a single
21 access channel connected to the existing channels and canals
22 within Santa Rosa Shores, Santa Rosa County, and extending to
23 navigable depths in Santa Rosa Sound. The proposal shall
24 include a plan of mitigation for offsetting adverse impacts of
25 the dredging, a plan for disposing of dredged materials, a
26 plan for protecting water quality and sea grass habitat during
27 dredging, a plan for long-term maintenance of the channel, and
28 a plan for inspection and study of the project, with annual
29 progress reports to be prepared by the Santa Rosa Shores
30 Homeowners Association for submittal to the Department of
31 Environmental Protection. The Santa Rosa Shores Homeowners

1 Association shall be responsible for the payment of costs
2 involved with the project and for submitting all required
3 applications required to authorize the project. Santa Rosa
4 Shores Homeowners Association and the Department of
5 Environmental Protection may contract with the University of
6 West Florida to provide the necessary monitoring services and
7 reports. The Department of Environmental Protection shall
8 assist in expediting the processing of the required state
9 dredge and fill permit, and any associated authorizations
10 required from the Board of Trustees and the United States Army
11 Corps of Engineers. The Department of Environmental
12 Protection shall assist the Santa Rosa Shores Homeowners
13 Association in developing project criteria, including but not
14 limited to: the length, width, and depth of the access
15 channel; where and how material is to be excavated and
16 disposed; the method for protecting water quality and sea
17 grass habitat; long-term maintenance of the channel as needed;
18 mitigation design; and design of the monitoring and reporting
19 program.
20 Section 2. This act shall take effect upon becoming a
21 law.
